The consultant’s report states that the Superintendency of Electricity and Fuels (SEC) lacks greater supervision in practice to allow connections to be made in a timely manner”.
Transmission: Systep proposes greater control to improve open access regime
The need for the Superintendency of Electricity and Fuels to have greater oversight of open access to transmission is one of the main recommendations made by Systep to advance in this area, which was published in the monthly report of the consulting firm.
Although the publication of the draft of the Transmission Systems and Transmission Planning Regulation (Regulation) is highlighted, the specialized company maintains the need to address some aspects that are still pending.
“While the process of requesting available technical capacity is resolved, it still appears that the process of order of arrival of multiple projects in parallel to a common connection point and the validity of the approved orders have no solution. Additionally, if a dedicated system is connected to a zonal system, users making use of the dedicated system should not pay the respective zonal tolls, regardless of whether they are connected to this system. Finally, the Regulation does not address the open access regime in the available capacity of international interconnection facilities for private use,” the report states.

In addition, the document highlights the improvement of the regulation with respect to the procedures for the delivery and receipt of information that are executed with well-defined times, but warns that “there is a need for greater supervision in practice by the Superintendency of Electricity and Gas of the Ministry of Electricity and Gas of the Ministry of Electricity and Gas of the Republic of Chile.

“In practice, the Coordinator is responsible for requesting the necessary information from stakeholders and owners to meet connection deadlines. However, there have been cases where some of the requested information is not always available. In this context, the Coordinator must ensure that its internal processes are transparent in relation to the information it requests and the deadlines it has internally to meet the connection deadlines. This is the only way to have truly open access”, states the Systep report.
