Reporte mensual de Noviembre 2025

The monthly editorial entitled ‘A critical look at recent measures to reinforce the SEN’. It discusses the challenges to the security and stability of the Chilean Electricity System (SEN) after the blackout on the 25th of February, and the measures implemented by the Coordinador. The article emphasizes, although the Coordinador’s actions are in the right direction, they are limited to the scope of current regulations. This suggests questions such as whether the technical standard is adapted to the requirements of the SEN, or whether new requisites should be imposed on the coordinated companies, among other questions.

It analyzes the proposed changes to both regulations, which seek to provide greater equity and modernization to the electricity system. It warns that the new control and monitoring obligations for more than 900 power plants, as well as the incorporation of automatic dispatch schemes, impose demanding deadlines that could be difficult to meet in practice. In addition, it is pointed out that the reform of the stabilized price regime will reduce the revenues of the new PMGDs and PMGs, bringing them closer to the marginal cost. Finally, the success of these modifications will depend not only on their regulatory coherence, but also on the technical and operational feasibility of implementing them within the established deadlines.
