In the future, free customers could provide flexibility to the national electricity system through the capacity market and the Complementary Services market (SS.CC.), according to Hugh Rudnick, director of Systep and academic at the Catholic University, at the seminar “Energy Transition: Period of opportunities and/or challenges for Free Customers? Asociación de Consumidores de Energía No Regulados (Acenor A.G.), where he addressed the expected changes in the Flexibility Law and its impact on the free customers sector of the local electricity system.

According to the specialist, to achieve this it is necessary to include aspects such as the participation of free customers in the flexibility law being prepared by the Ministry of Energy.

Changes

In his opinion, the incorporation of free customers as suppliers of sufficiency in the capacity market “will require profound regulatory changes in order to implement capacity auctions”.

He explained that this sector of the industry can also participate in rapid frequency control by installing BESS battery systems in their facilities.

“For the Complementary Services market, free clients can be providers of secondary and tertiary control services, for which the regulatory requirements associated with technical equipment must be defined, as well as rules for defining offers and performance verification, among others,” said Rudnick.
